Juanda is a two terminal airport with a catch: the terminals sit on opposite sides of the single runway, so moving between them means a bus ride around the airfield, not a walk down a corridor. The split is clean. Terminal 1, on the north side, handles all domestic flights. Terminal 2, on the south side, handles all international flights.
One change trips up older guides. Garuda Indonesia, Indonesia AirAsia and Pelita Air flew domestic from Terminal 2 for years, but those routes moved to Terminal 1 in 2023. Check your booking anyway, because Indonesian airlines shuffle terminals with little notice, and landing at the wrong building here costs you a shuttle loop.

If your connection crosses terminals, three hours is workable but not generous. Build in the 45 to 60 minutes the shuttle and re check in actually take, and do not cut it close if you land during the evening peak.

Five hours is comfortable to stay airside and reset. The Concordia Premier in Terminal 2 is the best room in the airport, with a hot buffet, showers and massage chairs, listed hours 05:00 to 19:00. If you would rather not pay, the food courts in both terminals are inexpensive, and a landside convenience store in Terminal 1 runs 24 hours, which matters at an airport that otherwise winds down by 22:00.

Central Surabaya is genuinely doable
With 6 hours or more, a city run works. The airport sits in Sedati, about 20 km south of central Surabaya, and a prepaid taxi from the Prima Taxi booth in arrivals takes about 40 minutes for roughly Rp 100,000 to 150,000. Grab and Gojek pick up here too, usually for a little less. The House of Sampoerna museum and the old town are the easy targets.
On a budget, DAMRI buses leave from in front of both terminals, route 1 to Purabaya bus terminal and route 2 to Tanjung Perak for Rp 25,000, roughly hourly from early morning until about 21:00, taking around 75 minutes. With under 5 hours, stay at the airport instead.
Overnight
Plan a bed, because the terminal shuts
This is the part to plan around. The terminals close from about 23:00 to 03:00 and staff do not allow sleeping inside, so a free overnight is off the table. The Ibis Budget at Terminal 1 is the closest real bed, and the Halogen Hotel near Terminal 2 runs a free shuttle to both terminals.
If your connection lands you here in the small hours, book the room before you fly. The DAMRI buses stop by about 21:00, so a late arrival means a taxi or a ride hailing car to the hotel anyway.
