How the Baku lounge map works
The split that matters at Baku is airside against landside, not which terminal. Almost every international traveler uses Terminal 1, and within it the Absheron Lounge in the 4th floor departure zone is the one you reach after passport control. The AZAL Business Class Lounge sits on the same airside floor for the airline's premium passengers. Everything else is landside or on the arrivals side, which is fine if you are waiting before security or after a flight, but no use mid transit.
Access is friendlier than at most hubs this size. Two things to take from the table. First, for a pure airside transit in Terminal 1 the Absheron Lounge is effectively your only general access option, so plan around it. Second, the landside lounges are genuinely useful at Baku because the airport is busy after a city visit or before an early check in, just remember you cannot reach them once you are through security.
